ARTICLE II – PURPOSE AND POLICY

Section 2

It is the policy of the HSMC to provide humane care and treatment for all animals in the area served by the HSMC; to seek to return lost animals to their rightful owners; to spay and neuter all animals adopted through the HSMC; and to provide euthanasia through injection as deemed necessary by a committee appointed by the Board of Directors, or the Shelter Director and/or Humane Officer and/or Veterinarian.  Euthanasia injections will be administered by a Veterinarian, licensed Veterinarian Technician, or a certified euthanasia technician.  No animal under control of the HSMC may be disposed of except as specifically provided herein.


ARTICLE IV – DIRECTORS AND OFFICERS

Section 1  

The Board of Directors meetings of the HSMC, shall be held in Madison County on a quarterly basis at a day, time, and place designated by the Board of Directors.  When regular meeting dates fall on observed holidays, or for any other valid reason, the scheduled meetings may be changed to another date at the discretion of the Board.  Notification of change shall be made by posting notices in the official HSMC website at  HYPERLINK "http://www.hsmcohio.com" www.hsmcohio.com at least ten (10) days prior to the date of the meeting.  All board meetings are open to the general public unless it is in an Executive Session.

Section 4

Advanced notice of all meetings shall be given the membership via the official HSMC website at  HYPERLINK "http://www.hsmcohio.com" www.hsmcohio.com .  The Board, at its discretion, may also elect to post notice meetings in other places in addition to the website.

Section 5

A quorum of the Board of the HSMC, in good standing, is required for transaction of business at any meeting of the organization, but a lessor number shall have the power to adjourn to a specified later date.


ARTICLE V – NOMINATIONS

Section 1
No person may be a candidate in the HSMC election who has not been nominated.  Prior to the month of August, the Board shall select a Nominating Committee consisting of three (3) members not more than two of whom shall be members of the Board.  The Secretary shall immediately notify the committee persons of their selection.  The Board shall name a Chairperson for the Committee and it shall be his/her duty to call a committee meeting which shall be held on or before August first.  

   b.      Upon receipt of the nominating Committee’s report, the Secretary shall, during the month of August, make public notice of the candidates so nominated.

c.    Additional nominations may be made during the regular meeting held in August by any member in good standing to the nominating Committee with a written statement from the proposed candidate signifying his/her willingness to be a candidate.  No person may be a candidate for more than one position.  In the notice for the November meeting, the Secretary shall include names of all candidates nominated for office.

ARTICLE VI – DIRECTORS AND OFFICERS

Section 3
   
 a.    The President shall preside at all meetings of the organization and of the Board, and shall have all the duties and powers normally appurtenant to the office of President in addition to those particularly specified in these by-laws.

d.    The Treasurer shall receive and deposit in a bank designated by the Board, all monies and securities; review all accounts payable and forward a written list to the accountant for payment in a timely manner.  The treasurer shall provide at each regular meeting, a report prepared by the accountant, of all income and expenses for the previous month.  The treasurer shall have available at each regular meeting all actual invoices/statements that have been received for payment for review by any Board member.

e.    A yearly budget will be approved each year for the next fiscal year at the last Board meeting of the year.  All budget appropriation increases must be approved by the Board.

Section 4

    An annual organizational meeting of the Board of the HSMC shall be held during the first quarter of the year following the election.  Regular meetings of the Board shall be held quarterly unless otherwise specified by the Board members.  A quorum of the Board shall be one (1) more than half the members of the Board.

ARTICLE IX – DISSOLUTION

Section 1    The Organization may be dissolved at any time with the written consent of not less than TWO THIRDS of the voting members.  In the event of the dissolution of the Organization whether voluntary or involuntary or by operation of law; none of the property of the Organization nor any proceeds thereon nor any assets of the Organization shall be distributed to any members of the Organization, but after payment of the debts of the Organization; its property and assets shall be given to one or more charitable organizations for the benefit of animals selected by the Board.

OFFICIAL POOCHES POOP POOL RULES

Pooches Poop Pool-- Oct. 15th, 2007 (rain day Oct. 16th)

1. Each square costs $5.
2. Each square purchased will be marked on lot located in back grassy area behind second trailer.
3. Each person will be assigned a number which will coordinate with a square on the lot. The squares will be randomly numbered. Person will receive a number for each square they purchase.
4. A chart with random numbered squares will be done by a Dog Handler from the Fresh Start Canine Program at MaCI, put in an envelope, sealed and signed for security. (inmates can not bet on this event.) Therefore nobody but the Dog Handler/inmate will know which square is which number until day and time of the event and all selling of squares has stopped.
5. Each square is 28"x28" which will be marked by rows and columns.
6. No one except the dog, an animal caretaker, video person, & judge will be allowed inside the fenced in area where the grid is contained. Participants and other interested parties are welcome to stand outside of fenced area and cheer.
7. The first scheduled dog out and does its "doody" will represent the 1st place winner. In the event that dog does not poop in a 15 minute time frame, a substitution will be made. The next scheduled dog going out after the first dog has pooped will represent the 2nd place winner. If in event that dog does not go in 15 minutes, a substitution will represent the 2nd place winner. This will continue until the 3rd and 4th place winners are completed.
8. Poop will be scooped between each dog.
9. In the event of a "poop walker", the winning square is where the first piece of poop hits on the grounds wins.
10. In the event that the poop drops outside the grid of squares, the square judged closest to the poop will be declared the winning square. If the poop drops in a non-purchased square, the owner of the nearest purchased square will be declared the winner. If the poop is in a "Foul Zone", a new dog will be used.
11. Official and Unofficial Poops: An Official poop is one that occur AFTER the judge officially announces the start of the game. Any poop created by the dog prior to the official start of the game is null and void.
12. Official Poop: A "poop" is fresh from the dog during the official game time 15 minutes per dog. It is quite possible that the dog may choose not to do its "Dood" during the official game time. Should this occur the substitute dog will takes that dog's place and be given 15 minutes also.
13. First and always - if the dog makes an official poop, this is the end of the round.
14. The dog will start in the square closest to the center of the lot and be unleashed.
15. There are only 400 available squares.
16. Winner will be notified by phone, website and email no later than two days after the event.
17. Must be 18 years old to play. Winners need not be present to win.
18. One person can win four times even if each dog poops in same square. One person can win four times if they purchase four squares and a dog poops in each of their squares.
19. Squares may be purchased in advance, starting on September 15th, 2007. No limit of squares purchased. All Volunteers need to turn in forms by Oct. 14th to Betty Peyton or the shelter on Oct. 13th by close at 5:00pm.
20. Squares may also be purchased the day of the event, until ten minutes before the official start.
21. The event will take place on Monday Oct. 15th at 9:00am until four winners have been determined.
22. Video taping of event will be posted on www.youtube.com under HSMC Pooches Poop Pool as the subject.
 
PetSmart Adopt-a-thon
 
PetSmart at Westpointe Plaza in Columbus off Hilliard Rome Road is holding an Adopt-a-thon. It will start on Friday the 14th and end on Sunday the 16th.

The HSMC will be there on the friday and sunday. Make sure to call the shelter for times we will be there as it depends on what volunteers are available.

There will also be several other rescue groups at PetSmart. So make sure to go and see if you might find your next family member there.
 
Bark Park- Sept. 15th
 
The Humane Society Madison County has a BarkPark Day. It is on Saturday, September 15, 2007.

What? Don't know what BarkPark is?   www.barkpark.org

BarkPark is a 501(c)3 non-profit, all volunteer organization that was established to raise funds for homeless pets. The park is a private residence with ten fenced acres to romp and play off-leash and also features: a 1/2 acre pond for canine swimmers, an agility course, and lots of balls, frisbees and assorted toys. There is also a bathing station where you ( or make a donation and a volunteer) can make sure your pup ends the day fresh and clean. Want additional spa treatment? We will be offering toe nail trims for donation!! Ear cleaning supplies are also available.

BarkPark is located at 6755 Merchant Road, Delaware, Ohio, 43015.
If you are familiar with getting to the Columbus Zoo, just before you reach the Zoo (heading North), you will see Glick Road (a bridge crossing over the Scioto River). Take the left over the bridge and at the first light, turn right. This would be 745 (there will be a Walgreen's on your right). Take this north a few miles and Merchant Road will be on your left (a Quarry will be on  your right). Look for the BarkPark Sign up the road on  your left.

BarkPark is open from 10:00 am to 4:00 pm.

You are welcome to bring your personal dog(s), but please remember the following:
Your pet must be spayed/neutered and current on the following vaccinations:
Distemper, Lepto, Parvo (current within three  years)
Bordetella (current within 6 months)
Rabies (current within 3 years)

For the safety of our furry friends, all dogs must have a flat cloth/nylon collar on. No training collars-please! And retractable leashes are not allowed on grounds. All dogs must be socialized and must like other dogs and people.

What is available for our humane friends?

Well, we will have the best shopping and dining experience available! Our BarkPark concession stand will have lunch (including vegetarian items), snacks, and beverages all day! Need to eat in peace? We have a dining area closed off from the dogs if you must “sneak a snack!” Hot dogs will also available for  your pup if you want to snack together. There is plenty of seating available throughout the park. Restroom facilities are also available.

The HSMC will have a booth set up to sell our wares!! We will have beautiful handmade quilts of all sizes, quality dog toys, homemade doggie treats, raffle items, and other dog related merchandise, paintings donated by a local canine artist... she’s actually a beagle.

Slobberfest-June 9th
 
HSMC To Host Slobberfest.

HSMC will host Slobberfest – celebrating dogversity (and cattitude) on Saturday June 9th at Hilliard Municipal Park. This event will feature an adoptathon with rescue groups and shelters from around the area as well as a celebration walk.

The adoptathon will run from 11:00am – 4:00pm. To date the groups taking part include: Beagles R Us, Citizens for Humane Action, Clark County Humane Society, Colony Cats, and Pound Hounds.

The HSMC will also be offering a Home Again Microchip Clinic. The cost of the chip and first year enrollment will be $30.00. A Home Again Rep will be on hand to explain the wonderful advantages of having your dog get a microchip. Check out their website at http://www.homeagain.com/1_0.html

The celebration walk is on a fitness trail and is a “dog mile” long. Walk pre-registration includes a T-shirt and goodie bag for $20.00. Registration the day of is a donation of $25.00 and is based on availability.

The HSMC loves to also go to the Mingle with the Mutts at the Franklin County Animal Shelter located at 1731 Allen Creek Drive in Columbus. The Mingle brings together several rescues and shelters with the purpose of find homes for their animals. The Mingle is on the 1st & 3rd sundays of the month from 12-2.

The HSMC works very hard in finding loving families to adopted our animals. However, we also need volunteers to work these adoption events to make it happen. TOUR FOR LIFE
 
NORTH SHORE ANIMAL LEAGUE AMERICAíS TOUR FOR LIFE ARRIVES IN LONDON OHIO TO SAVE SHELTER PETS

North Shore Animal League America announces the 2007 Tour for Life which stops in London Ohio on Wednesday, April 18th. A cooperative initiative with animal shelters across the country, Tour for Life helps save pets across America and reinforces the importance and advantages of adopting shelter cats and dogs. Since its inception in 2001, Tour for Life has placed thousands of needy animals with loving families.

On April 18th from 12:00 am-6:00pm, the Humane Society Madison County and North Shore Animal League America will host an exciting Pet Expo and adoption event at Petsmart-Westpointe Plaza in Columbus off Hillard Rome Road. Shelter dogs, cats, puppies, and kittens will be available for adoption on the Leagueís mobile adoption unit. Several breed specific rescues have also been invited to this event. A few of these rescues are Beagles R Us, A.D.O.P.T., Colony Cat Rescue, and many more. In addition to finding loving homes for the animals, this event will inform the public to the many educational and lifesaving services available to the pet guardians of Central Ohio. Adoption experts will be available for interviews on topics including selecting the best pet for your lifestyle, proper nutrition, health and wellness and training.

Tour for Life commences on March 27th as two of the League\'s Mobile Adoption Units travel two routes simultaneously, helping over 100 shelter and rescue groups across the country find homes for orphaned pets.

North Shore Animal League America, headquartered in Port Washington, NY, is the largest no-kill animal rescue and adoption organization in the world. The League reaches across the country to rescue, nurture and adopt nearly 20,000 pets into happy and loving homes every year. Since being founded in 1944, they have placed closed to 1 million puppies, kittens, cats and dogs into carefully screened homes. One of the first animal rescue agencies on the ground in the aftermath of Hurricanes Katrina and Rita, the League rescued more than 1000 pets from the region, 790 have been adopted and 22 reunited with their families.

The League is home to the Alex Lewyt Veterinary Medical Center which provides 24-hour care for the pets sheltered at the League. Every year the medical center takes care of more than 10,000 outpatient visits, administers more than 27,000 vaccinations and performs over 14,000 free spay/neuter procedures for every adopted animal. The League also has a National Shelter Rescue team, and offers a wide variety of programs such as a mobile adoption program, adoption counseling, a Public Education Team and has created a community Pet Outreach Team.
